Might be worth a phone call or email to Trading Standards -- just to alert them. Presumably the leaflet has a mobile phone no or some way to contact them. Cars parked off the road don't need to be insured as I understand it. Do you use your car or does it mostly rest there? There used to be a house near us with a charming old car on the driveway which never moved and I took it that it was not insured and therefore had to be off the road (I didn't offer to buy it) -

People with mental health problems are a significant proportion of the homeless and can be difficult to help. They don't manage money, housing or personal relationships very well. The trauma of war means ex-soldiers can find themselves on the streets. An organisation that tries to help is http://www.nosecondnightout.org.uk. Centrepoint helps homeless young people and the much-maligned council houses many of them. There's a Southwark Food Bank and the Manna Centre in SE1 is a place where people can wash, chat and receive their post. -

I don't know. it's a consultation. Reply and ask if they are allowed to. Suggest that they should (if you want to). You might find you were liable for any consequential mishaps -- but I do not know. -

the most active pedestrian oriented voluntary organisation in this area is Southwark Living Streets. It could be summarised as campaigning for healthy streets -- safe unpolluted streets which are nice to look at and enjoyable to experience. https://southwarklivingstreets.org.uk It's very active and well-led. I recommend it. -
RCH -- re bike hangar security. The bike hangars have been modified so that if they are cut open the bikes can no longer be removed.

Hi firstmate, I'm the unpaid secretary of southwark cyclists which is as loud and upfront organisation as I can make it. It's certainly not a secret. That would be a very strange way for a charity to carry out its charitable purposes of improving public health by encouraging people to cycle by making it safer and more convenient to do so. I regularly get approached by young people renting in this area who are not allowed by their landlords to take their bikes inside and need somewhere safe to store them. From the SN story it looks as though they are obliged under their planning permission to accept blue badges so I would complain to your councillor that they are infringing planning law -

It might be worth pointing out to the tenants that the council will not rehouse anyone who is evicted owing rent which they could have paid. That is called intentional homelessness. If you have given them an assured shorthold tenancy there is a simpler procedure using a Section 21 notice. You will still need to be careful and involve the court. They have rights to remain until a court says they must leave and a bailiff comes to enforce the court's view. If you go via a section 21 you must have protected the deposit and the property must be in good repair. They can get legal aid to contest the process. To get the missing rent you will need to make a separate court application for a money order. If they do not have any money this may not be worthwhile. Do not evict them yourself, change the locks, threaten them, cut off the utilities or do anything not ordered by a court.

Ask, is the safest way. Also this feels like the sort of change you might need freeholder permission for. Look at your lease to know. If you glass it in, suppose the glass falls out etc. Suppose the water runs off the building in a way it's not designed to do. The freeholder is responsible for the structure. Is the balcony one of the fire exits from the flat -- could you still be rescued in a fire if it was enclosed etc

Dear Councillor Barber, The sign on the bus stand at the top of Barry road has changed and it's operation is no longer limited to overnight. There is no time limit set for the operation of the stand. Cars are still parking in the area marked for the bus stand. Are they risking a PCN or is there a further stage before that? Sally -

We were members of Zipcar (we don't have a car) but found it didn't really work for us. We used the Zipvans and they seemed to be terribly popular -- we took stuff to the recycling centre and found about 5 other Zipvans there -- some used by "ordinary people" and some by tradesmen. But in London public transport is so good and cycling provision is getting so much better that we never needed a car for an hour or so (which I think is basically the Zipcar selling point) and when we wanted a car for longer like a holiday with a disabled person we just hired an bog-standard hire car because it was cheaper. So I am interested to see how they get on.
