If it was out of the blue then yes. He was taking a piss, she shouted at him and took photos. I think his reaction was within the normal expected actions of someone in the position the OP put him in. I just witnessed a man in his car picking his nose and heard another man nearby squeeze out a sneaky fart. Do you think I should report them to the safer neighbourhood team to keep an eye out?
