If you've ordered a brown wheelie bin it will be 60 days, just been told, before they arrive and the new system is fully in place. So much of the summer will have occurred!

No dbboy, I think Goldilocks is anti air pollution. Moves against some air pollution are being taken e.g. the ULEZ implementation in April. Even that 26% of vehicles entering the zone do not comply - i.e. old than 2006 for petrol and 2015 for diesel engine (excluding taxis with different rules). Wood burner and open fire air pollution is getting worse as many are under the impression that they are doing a good thing by the environment by using them. I think/know, from meeting Goldilocks canvassing in the past, Goldilocks is trying to inform people so they can make a more informed choice on this. I did a page in SE22 on this very issue after talking with her circa two years ago.

Hi Nigello, Usually repaving doesn't involve reinstalling the kerb. When it does it results in the need for some of the road to be removed and then re tarmac which significantly increasing the cost. And most often two legs of the Bikehangars are resting or attached to the kerb. IF that's the case her then should be fine if a little restricting on the people doing the repaving in that section. The repaving along Goodrich - are they re positioning the kerb?

I find this Overground train line unreliable. Almost every train into Clapham is held at red for 4-5 minutes waiting for one to come the other way. So bad timetabling as well.

Hi dc, I've never lived or represented Kingston, Sutton, or Richmond. So I don't know their circumstances. I would suggest most of Southwark is poorer than the boroughs you've quoted. It has higher levels of eco crime already. So in Southwark my lot would not introduce this charge - it will depress the collection rate, some garden waste will end up in general waste stream and not be composted. This is bad for the environment in a number of ways. But I'm unclear dc. Do you think it the right thing to do in Southwark? The introduction has no exceptions for people on benefits, low incomes, age, disability, anything. It's a regressive tax. It will hit people in ground floor council flats with tiny gardens. Easy to avoid the charge for those willing to put garden waste in the general green waste wheelie bins. It will collect more than the cost of all recycling collections per household that join in.

No, Southwark Labour/Council are not expecting all homes with gardens to pay for garden waste. Stats I've een is average cost to collect waste per household per annum = ?38.62 and all recycling types = ?26.53 across England. So presumably being an urban area Southwark spends less than these averages. So the charge of ?30 would be roughly the cost each household incurs for all recycling collections. The charge therefore appears to be far higher than the cost of the service provided.

ULEZ area is free for petrol cars built 2006 or later, and diesels 2015 or later. So not exactly restricted to new cars and vans, etc. Circa half the particulates come from non engine related activity - clutch use, brakes, etc. The ULEZ will also mean those living in the Congestion Charging Zone will finally have an incentive to consider their car use - they currently receive 90% discount on CCZ fees.

The letter the council has sent out states 51,000 street properties impacted. The income expected would not just pay for the garden waste collection but also the entire foo waste collections. Effectively this proposed scheme is a tax on some who volunteer for all the food waste collections. Councils have a duty to collect Household Waste. But the legal definition of Private Homes appears to include their gardens. Looks like a minefield - perhaps no one has yet legally challenged the setting of such fees.

Much of the funding for this year tree planting was from Cleaner, Greener, Safer applications ward councillors 2017/18 allocated in response to applications from the Dulwich Society and one from myself.

Hi tomskip, I'm sure for many you're right. But it is a new additional form of regressive taxation. Many who have houses with gardens have low incomes. Also many hundreds of council properties with gardens in SE22 with people on benefits who will find ?30 a struggle. Similar numbers of social rented Housing Association properties with gardens. At least taking the money to run this service from Council Taxation is flexed based on the capital value of the property in 1990. So those living in large properties pay more. Their were savings found that the Labour administration chose not to make that could have funded this OR given an exemption for people on low incomes.

Schools could install evidential quality CCTV and could even apply for funding for this from the council Cleaner, Greener, Safer funding streams. Perhaps even better option is the School Zone approach where the road is physically closed for school door and pick-up. Again apply for CGS funding to for the capital element of gaming this happen. Possibly moves the problem further away but that would dilute it at least.

Hi trinidad, those percentages are on different parts of the bill. So the aggregate % rise is between those two rates you've listed. From memory works out as 4. something % rise.
