Petition re Dulwich Hospital site
James Barber replied to samstopit's topic in General ED Issues / Gossip
Hi LondonMix, How do you know we don't need more primary school places? Clearly Southwark and the DfE/EFA also think we need more school places. They've both approved schools since the second Harris free primary school was approved - Belham and Ivydale doubling. Why would they do that if they didn't think we need the extra school places? Why would they do that AFTER the second Harris was approved? -
The hospital site is 28,300m2. Health people say they expect to need 7,000->9,000m2 for new super duper replacement facilities including parking for at least 100 cars. Haberdashers' Aske's believe they would ideally have 19,500m2 for a new secondary school. A primary school would need minimum 1,800m2. I would prefer the primary school to be elsewhere but without Southwark Council zoning another site, such as 520 Lordship Lane for educational use, the maths for boths schools and a fab new health facility do work on the hospital site.

Petition re Dulwich Hospital site

Hi LondonMix, I don't believe the hospital land will be allocated to a primary school before a secondary school is refused or approved. But it is in officials heads. This is partly why I've not been chasing my Right to Contest in case it speeds up the wrong allocation. But assuming one or both secondary free school application are approved, two problems arise. First the land is zoned for housing so will be ridiculously expensive (?3,333/m2 as per former East Duwlich Police station) and only a small proportion of the site will be afforded for each secondary school. This would encourage a repeated of Harris East Dulwich Boys Academy higher density when we actually have the space for more land for a secondary school. So our ideal secondary school would need 19,550m2 and that would cost land alone while zoned for housing ?65M+. Two. Every forecast by Southwark Council on pupil numbers have been wrong to varying degrees for decade. Until a few months ago they were crystal clear we did not and should not have a new East Dulwich secondary school. So I disagree - we do need a second Harris primary school. BUT Southwark could zone 520 Lordship Lane for educational use and we'd have no clash. I have always said we wanted two primary schools. Their is even a thread on the forum about the second one. And once we started receving support from families I said we have two primary school admissions holes - one around Homestall Road and the other effectively around 520 Lordship Lane. Ideally the second Harris primary school would be either built on the Harris East Dulwich Girls Academy site or 520 Lordship Lane. -
Hi dds29, Yes, I admit it I'm a big fan of all good or oustanding school providers. I'm a big fan of The Charter School who have done amazingly well. Kingsdale I'm not such a big fan sicne they started their lottery for admissions. Big fan of Goodrich, Heber and Goose Green - all have been making great progress and also took bulge classes when our community needed them to. St.Anthony's who managed to complete a rebuild while still on site, expanding from 1.5 to 2 forms of entry. Amazing. We also have lots of other schools not in East Dulwich ward. When we faced a looming primary school places crisis and Southwark Council were doing nothing. I helped Judith Kerr Bilingual school find a local site on Half Moon Lane. So I;m a big fan of them coming to the area. When I approached every school provider I could think of to open free schools in our area - and I'm not a fan of the concept but it is the only realistic showi n town - Harris people were the only one's willing to sticj their necks out. So yes, I'm grateful they have supported East Dulwich and invested time and energy on us when no one else would. And lastly I'm most grateful to all the local families who have helped ensure we had enough local support to make free school application successful. By leading on making free schools happen we've ensured we've school providers who are mainstream and not the more extreme parts of the education spectrum.

I've never worked out why Harris gave a working name for a second Harris East Dulwich primary school Nunhead.I suspect this is because they have a Peckham and also now an East Dulwich primary schools and tried to find a distnctive name. We know that a significant number of supporting parents live in Peckham Rye/Ivydale area - and another very large grouping from around 520 Lordship Lane area. When leading the council Lib Dems tried finding school places within a 1 miles radius but the national goal has always been 2 miles. 250+ was the support we gained for two primary schools. We always said we were going for two as the predicted gap was 215-235 reception children from the wider Dulwich area and we needed another two new schools on top of the Judith Kerr and some domino impacts from dulwich Woods, Bessemer and Belham. -

traveler2 Wrote: ------------------------------------------------------- > Hi James, have you heard anything about an > approval given for allowing the Nunhead Primary > School to share the site with the new secondary > school where the Dulwich Hospital currently is? > > Trav Hi traveler2, Only one free school is currently approved awaiting confirmation of a site - the second East Dulwich Harris Primary school which bizarely they've given a working title of Harris Nunhead Primary school. The application from both Haberdashers' Aske's Federation and Charter Federation have been submitted to open local secondary schools were submitted last Friday 10 October and we won't hear the result until around late January time at the earleist. So as the only approved free school the Dept for Education and Educational Finanace Agency is at this time minded to put the junior school on a small part of the Dulwich Community Hospital site. Primary schools typically need 1,800m2 as a minimum. The NHS are expecting to release 19-21,000m2 of land after they've put all the planned health services into one super new building (where the currently flattened land is at the eastern end of the site). A secondary school would ideally have 19,550m2 of land. So it is possible to house both schools there with proper travel planning reducing the number of teacher car parking spaces and perhpas having secondary school buildings as high as the current Dulwich Hospital buildings. I'd prefer the primary school be placed on an alternative site but it is Southwark COuncil zoning another site such as 520 Lordship Lane that is the determining factor. but a bigger problem is that Southwark Council in 2005 before any thought we'd need more school places zoned the hospital site for health, HOUSING and possibly educational use. So the land valued for housing redevelopment is so hightly valued that only a small amount could be afforded for new schools. 19,550m2 would cost more than ?65M. It would be the most expensive state secondary school of all time. BUT if Southwark re zone the land solely for health and educational use the land values would be significantly lower at around ?12M i.e. affordable. The current book value of the site is ?18M of which 2/3rd would go to educational use). I have repeatedly asked Southwark Council to re zone this site but so far they have not acted on these. -

James Barber replied to samstopit's topic in General ED Issues / Gossip
Unless Southwark Council amend their zoning of the hospital site we won't have either schools on the site or if we do they'll have tiny footprints and have to be very tall to make way for housing that is zoned for the site. We have 250+ local families supporting primary schools and 750+ secondary schools. We need both. The petition is effectively asking to cancel a junior school - as Southwark hasn't zoned any other land for educational use. The minister has no mechanism for this. But does have a mechanism to not approve a new free school application. So yes I listen to residents but if I see a car crash coming I won't remain silent to say I told you so afterwards. I've also had professional advice saying both schools could fit there but not ideal as it would mean less car parking for teachers and going up an extra storey for buildings. Things I'd like to avoid - especially when it's in Southwark Councils gift to avoid this. Hence why the I think this is the wrong petition to help get the best local schools possible. -
Petition re Dulwich Hospital site
James Barber replied to samstopit's topic in General ED Issues / Gossip
Hi congusedbyitall, Currently Southwark Council zoning of the Dulwich Hospital is for health, new housing and piossibly education. So the Dept of Health advisors will value all the non health land for residential housing. That's circa ?6M/1,800m2 at Christmas 2013 land values when 1,800m2 was sold for ?6M for a new primary school when the new Harris primary school had to price match a housing developer to obtain the land. That would price sufficent land for a secondsty school at the hospital sites at ?65M. That is a higher land value than any UK school has taken place. This is more critical than any other factor. The petition is saying don't support two schools on the site. One of those school is approved waiting fora site to be agreed. The other has been submitted and not approved. One way of resolving this is to reject the application for a new secndary school. It's clear the advise given so far to the ministers hasn;t always taken everything you and I would expect into account. Hi P68, When we asked every local provider about whether they would be interested in working with us to create new local schools in 2011 they were the only fruit in town - schools such as The Charter School head at that time were clear they weren't interested. I entirely agree our GP's are wanting. Which wis why after 20 years of messing around we've been pushing for the Dulwich Hospital site to be resolved. It presents a great opportunity to fix things. if you look at council officers reports, which have underestimated local need it will be tight with all the planned schools. Our state schools locally, with the exception now of Kingsdale, serve very small areas. So yes, we need more schools and the places they bring. -

This petition misses the problem pretty much entirely and risks our desperately needed secondary school applicastions beinf refused. Southwark Council planning documents state they expect to see Health, new housing and possibly educational use at the Dulwuich Hospital site. So far, the council have refused to withdraw that document and indicate they intend to change the zoning of Dulwich Hospital to solely health and education. So the land prices will be based on housing development which would value the non health part around 18,000m2 or the perfect size for a secondary school at over ?60m. Which would mean only a portion would be bought for a new secondary school. Equally Southwark Council have so far refused to re zone 520 Lordship Lane for education use i.e. finding an alternative site for the second local Harris primary school - and where one of the two primary school black holes are for admissions. Complaining to a minister that an approved scheme for a new free school should be dumped as not enough room for it and an as yet unapproved free school application is asking for the secondary school applications to be refused. I would urge people to think very clearly what this petition is asking for and from whom it is asking. Southwark council are responsible for land zoning NOT the governments educaton ministers. -
From an operational point of view, and I'm sure this could be resolved, having adults and children from other schools who Alleyn's have't CRB or whatever the new TLA is for this now would mean they need extra staff on hand to ensure child safety. One way around this would be to ensure the fields are used at different times. But I can understand an initial H&S excuse on these grounds. They'd also need to check insurances. But the way to resolve tihs isn't via this forum. My earlier post was written after checking with the Headteacher of Heber School.

I've checked with Heber School and they hold their annual sports day at Alleyn's sports field every year. No mention of asking for years to use Alleyn's sports field and being refused.

I very much doubt the present ground will be developed for housing. It would represent the loss of as valuble community facility and the council has numerous policies to prevent this UNLESS councillors on a planning committee are asked to vote on this and the Labour administration wanted it to proceed. Equally allowing a new ground to be build on open space would be a repeat of how the current stadium came about. And in 20 years it would be proposed to move it again and again until we have no open green space in the area. I would hope that the Labout administration on a promise of universal free gym and swimming. It could pay for residents to access the gym creating a revenue stream to help keep the club going. Clearly trying to provide free gym and swimming in the council existing facilities wouldnt have sufficient capacity - so if they genuinely meant to deliver their promise they'll need a great deal more capacity.

former East Dulwich councillor - how can I help?
James Barber replied to James Barber's topic in General ED Issues / Gossip
Hi Beej, Dulwich Cars minicab office is located on Zenoria Street close to its junction with Lordship Lane. It operates 24/7. Their drives park up leaving engines running, coming and going from what otherwise is a very quiet residential street. This happens through the night. So all these issues of a high turnover of people coming and going 24/7 residents from Zenoria and Oxonian reported to me by a number of resident, that it causes them a loss of amenity and much inconvenience. I've interpreted this as suffering. Hi StraferJack, Yes, when the applicants wanted long hours and assumed zero customers would travel along Zenoria/Oxonian. They also hadnt sorted out a proper fire exit and were talking to planners as being 8-10 Lordship Lane when they're not. -

Hi polla2256, No you can't legally attached a floor anchor to thep ublci highway. These are funded by our East Dulwich ward crime prevention fund for use on private property. Creating motor bike parking areas on residential streets. I'm happy to experiment with this. IF a resident biker wants to apply to have such a zone set-up outside thier home on the street in East Dulwich ward please get in touch with me. -
Such a scheme is long overdue. We looked at doing something with this open space in 2005 and the ward councillors were dead set against it - sports facilities for local primary schools that don't have enoguh outdoor space. But a new public park would still be a great idea. Even better if linked to St.Francis Park. Dulwich Hamlet do depend on letting the all weather pitch out for revenue. But equally the whole space they lease is in such a poor state that I'm personally not convinced they'll be able to upgrade it and our community shouldn't defer sorting this space out any longer.

James Barber replied to James Barber's topic in General ED Issues / Gossip
Hi Zenoria, I was approached by a developers agent several times earlier this year asking about it becoming a restaurant. I made it very clear this would be an unacceptable use to the neighbours who already suffer from the minicab office. They have decided to push ahead. Or it might be someone proposing to convert it into residential property. The developers keep trying to describe it as being on Lordship Lane - I'm sure they'll try and hoodwink planning officers in this way. So if you spot any notices on a lamppost please report it to me. -
