The Dulwich estate ? modern day reverse Robin Hood ?
James Barber replied to DadOf4's topic in General ED Issues / Gossip
Hi P68, nxjen, EDLove, So you think it morally acceptable to ensure state school kids don't have a playground so that bigger subsidies can be given to private schools? -

The Dulwich estate ? modern day reverse Robin Hood ?
James Barber replied to DadOf4's topic in General ED Issues / Gossip
Hi P68, The Dulwich Estate decided to limit the space for the Judith Kerr state funded school - they have no plasyground - so that they could build houses that will be used to subsidise local private school more. It ensured a gagging order in the lease so that the government department and school are not allowed to even mention this for fear of breaking the lease. Clearly even the Dulwich Estate realise that what theyve done is morally wrong else why the gagging order? Such behaviour is clearly contrary to what Edward Alleyn would have ever expected and the Dulwich Estate Governors should be ashamed of themselves. -

Hi pipsky2008, Isn't that immediately outside the entrance to 12 studio flats above the Coop/ Are you absolutely sure it hasn't moved in any way? When I lock my bike up I always do it in exactly the same way with the same locks through the same points. I'd hate for a resident to get entangled with Southwark Council about as bicycle being removed that they had legitemately parked. -
The Dulwich estate ? modern day reverse Robin Hood ?
James Barber replied to DadOf4's topic in General ED Issues / Gossip
A sad example is where the Dulwich Estate has ensured they provided the minimum possible space to the new Judith Kerr state funded free school. They have kept 2/3rds of the site for future residential development to maximise their receipts at the expense of Judith Kerr state school children having no play space. So this thread is very apposite. The DE are subsidising private education locally at the expense of state school kids. It is morally wrong BUT this is how the Dulwich Estate has decided to fulfil its charitable aims. I would hope that freehold enfranchisement could be altered to give people on the Dulwich Estate the option of buying out the Dulwich Estate. Most streets on Dulwich Estate land are or should be in conservation areas to ensure the look and feel of the area is maintained. -
CS6 Cycle Superhighway dropped
James Barber replied to Earl Aelfheah's topic in General ED Issues / Gossip
Hi DF, Sort of yes but most likely no. IF segregated cycle paths lead to many more people cycling rather than driving then congestion would be reduced for people driving. Taking space for blue tarmac but not creating such good cycling conditions would increase congestion. You may not have seen the volume of people currently cycling into/out of town. Multiplying those numbers by several factors would reduce air pollution, improve health, and keep more money in our economy. -
CS6 Cycle Superhighway dropped
James Barber replied to Earl Aelfheah's topic in General ED Issues / Gossip
My undertstanding is that they're planning to deliver fewer superhighways but to a much higher standard. So instead of lots of blue tarmace actual segregated cycle paths. Now I'd dispute the detailed design which I believe is flawed but the thinking of making new facilities to a much higher standard is for me a good thing. -

Hi ALan Medic, Parking Wardens should treat all road users the same. I've even heardo f a non urgent police car being ticketed but yet to hear of a parking warden vehicle being ticketed. Most now travel on mopeds to reduce this problem. I would say an obvious busy van or lorry with doors open and boxes going in and out is much more clearly delivering in loading bays than Joe Public parked up with no activities. Have you had a recent experience that you feel is unfair. If you do please email me direct so I can try and help. Hi Peckhamgatecrasher, Lordship Lane has looked a pickle. My ward colleague Cllr Rosie Shimell raised this and I have witnessed our mechanical street sweeping machine at work cleaning the place up. Rosie and I will speak with street cleaning to see what can be done to get our patch back up to scratch. [Thanks Rob Miller broadly 20% of council spend comes from Council Tax, 75% central government, 5% from fees]. Hi ITATM, Watch this space on the kerbs thing. Will have some news on this before next monday. Hi Ant, What is your address as clearly this isn't acceptable. Hi willish, Please email me directly and we'll get this sorted for you. Hi eastdulwichhenry, Yes, I will ask officers what went wrong. We've had several such problems recently - which residents beign told pavements being resurfaced but whole road done, marking only being redone and whole road resurfaced, etc. It does feel chaotic at the moment and I'm sorry this has affected you. Hi rahrahrah, Already signed. Hi ED_NAGAIUTB, Hmmm, we used to have this problem with red large vans for hire across the area. I would contact your Police Safer Neighbourhood Team and ask them. If the vehicles is breaching a legal requirement then yes but otherwise no however annoying. Hi MissusF, I have tried to get average speed cameras installed on Barry Road because people do drive at crazy speeds. The highest recorded in a speed survey was 99mph - the recorded couldnt go higher. Hopefully it was a police car responding to a call. With Cllr roaise Shimell we have funded our local police speed having speed guns. They are starting a a Community Speed Watch scheme to enforce local speed limits and they'd be really supportive of anyone wanting to join in - email me for details. Being a bus route it has limited what physical measures we can have installed on Barry Road. I'll see if we can get some extra enforcement. I have several pieces of casework about people on Barry Road suffering severe building vibratinos due to the limited number of riased road junctions on Barry Road already.I suspect the whoel road would need to rebuilding to take the vertical battering it already is gettign let alone adding to this. Hi tiddles, Yes, Sotuhwark Council have gone bonkers about dropped kerbs. (yes on the mend thanks). Rosie and I will have some ideas about what we can later this week. Hi Pugwash, kford TfL cost a lot to isntall traffic lights and take forever due to large backlog. I prefer kford suggestion of removing wihte lines. I'll ask officers if we could remove the lines - and record speeds before and after. hi spider69, That's a not really unnecessary. -
Yuo can get number plate screws that are theft resistant. If this theft happened in East Dulwich ward the Police should have offered them to you. If they didnt please email me so I can chase it up with them.

Southwark Council is embarking on revising its planning bible the Southwark Plan. I've requested that it state clearly that for the Dulwich Hospital site only health and education uses are expect on the site. This request was rejected with housing also proposed as a priority for the site - this would result in a much smaller secondary school. At last nights council Overview and Scrutiny Commuittee the council leader was interviewed. After several questions he agreed to remove the reference to housing. We'll need to ensure this happens throughout the process. How painful can it be to make this new school happen!

James Barber replied to Medley's topic in General ED Issues / Gossip
Hi jrpfinch, Not that I'm aware - I'll ask Caroline Pidgeon GLA Assembly Member if TfL stufy this holistically across London. As TfL vet around ?3M of borough spend by each borough annually they must have a view if boroughs have incldued sufficient cycle parking provision. -

James Barber replied to Medley's topic in General ED Issues / Gossip
Hi ultraburner, I'm negative because the design ignores the problems the proposed junction designs are already causing when just junctions without the cycle lanes. I've given two examples of where these types of junctions already don't work. Do take a look during rushhours and then tell me I'm wrong. The proposals appear to ignore the experiences of Amsterdam and Copenhagen. With all due respect to ruffers the expecation would be much higher cycle flows coming from further away on average (Utrecht is a much smaller less populated town). So many of the cyclists would expect to cycle further and faster (proven maximum time people are willing to commute) and be less likely to dawdle on such facilities. The scheme would work if it was only intended for low numbers of cyclists. But the intent which I applaud is to significantly boost cycling. At the northern end of the route they're proposing one-way cycle lanes each side of the road, then merging them into one two-way cycle route in the middle and southern sections. It's muddled thinking. From my cycle campaigning experience once they blow a significant amount of money on a scheme if it's not right, unless it's clearly killing people, it won't be changed or corrected for a decade or two and we'll be stuck with it. Please take a look at Churchyard Row/Newington Butts and Wellington/Waterloo Bridge junctions during evening rushhour. You'll see many cyclists waiting for the lights to change. They bunch rather than queue backwards to ensure they'll get across on the next green phase. Imagine this at every red light along the route blocking the opposing cyclists. If they do proceed with two-way segregation then they need to significantly widen the throat of each area cyclists will wait when the lights are red and the opposing receiving throat for cyclists to filter back down into a stream of regular proposed lane widths. This is done for motor vehicles so it isn't as if the traffic engineers don't understand the need for this. Hi Too Good To Be True, The research shows that cyclists will only go further for clear safety benefits. Avoiding the E&C roundabout is a very clear safety benefit. The proposed indirect route from E&C to St.George's appears no safer than the current bus and cycle one-way contraflow route directly along London Road. Similar cycle parking research shows very few cyclsits will park their bicycles more than 20m from their destination. Hence all the fly bike parking you see. -

I've gone through the proposals in detail. Apart from my current role of East Dulwich councillor, I used chair Southwark Cyclists for a number of years campaigning for better cycle facilities. I'm really disappointed with what is proposed. I would not expect to use these facilities while cycling around town but remain on the parallel roads. Two-way segregated cycle faciltities are really retrograde - I've not seen these while cycling around on busy Amsterdam and Copenhagen streets. The proposals clearly have no understanding of the current facilities and junctions that effectively are planned to repeated in this scheme. Current problems cyclists are encountering with cyclists congestion (Churchyard Road/Newington Butts, Wellington Street/Waterloo Bridge southbound lights). It means cyclists bunch to avoid missing a green phase blocking the opposing direction of cyclists. It also means they block pedestrians walking along the road. Sad that no mention of a green wave of signalled junctions working together so cyclists don't need to stop once they hit the perfect speed a la Copenhagen - which also works well for motor vehicles. This would help avoid cyclsits bunching at traffic lights as well as speeding up journeys. The route from Elephant & Castle to St.George's Circus is indirect. Cyclsits already cyclnig the route will ignore the new facility. New cyclsits will soon realise they're being sent on a daft indirect route. Also talk of severe disruption for over a year on the route. This would be aleviated by seperate one-way cyclse lanes which each take up less space and in many cases wouldnt need central islands etc being repositioned. -

GCSE results 2014 Southwark & Lewisham
James Barber replied to BB100's topic in The Family Room Discussion
The official stats are released in January once remarking etc has been undertaken. But isn't it good that the Southwark Junior School improvements are bearing such fruit. In 2003 when current GCSE pupils were starting in year 1 Southwark education was still being managed by contractors before we ensure Southwark Council education dept was credible again (it had failed two Ofsted inspections). The biggest issue I used to hear from secondary school heads was the lack of progress their new pupils had made at junior school. Without this problem we're seeing great results. These results will continue to improve until all our Southwark children have spent all their educational experiences in great Southwark Schools. So by my reckoning we should see another 3-4 years of GCSE improvements before things settle down. -

James Barber replied to James Barber's topic in General ED Issues / Gossip
Hi ITATM, I'm not aware of such a rule. WE have a number of dropped kerbs on Ashbourne Grove with white lines being repainted and we're about to havthe same on Elsie Road. In both cases the road was resurfaced and no one has proposed double yellow lines. It's been a fight to get the white lines put back but council officials were clear no lining was the new Southwark standard. Sayign all that when CPZ was mooted for Elise Road they were asked if they wanted double yellow lines of white lines during the consultation. -

James Barber replied to James Barber's topic in General ED Issues / Gossip
Hi Pugwash, It also means that you can access your drive to come and go when suits. I suspect the double yellow lines were more to do with being on a curve in a busy road and ensuring sightlines. Hi LS1234, What you've described is one option but a number go in without such double yellow lines every year locally. Council policy has been changed to no longer place white lines. Technically same laws apply but practically people are more likely to park across a drive without a white line. Not the smartest decision ever taken by the current administration. If you email me privately we can talkabout the specifics of your location and what is possible. -
