It's quite a sensible move by Levy though still a bit of a gamble. He needed to appoint someone PDQ. So he promotes someone from within the club to steady the ship. If he's successful he's seen as a genius messiah and if he's not there will be plenty of top class coaches he can go for in the summer after the World Cup. You won't see him being overly cautious and playing two holding midfielders home or away.
