  1. If you find yourself getting no responses here (especiially in this section) I found through websearch that Camberwell seemed well provided with ads for suitable firms. That was after non-response to two emails to an SE22 solicitor. No local knowledge to offer though., I'm afraid. In the end a remote witnessing was arranged for me.
  2. The leaves were swept last year, and every year I remember. Why 'reinstate'? I am not a council member, employee, adviser, agent, representative, publicist, stooge, or related to any of these.
  3. There is actually an official grace period of ten minutes, but that applies only to a "designated parking space", which OP wasn't in. Whilst it is important to undertake enforcement, to prevent abuse of parking facilities to the detriment of the majority, enforcement should be sensitive, fair and proportionate. This would not be the case if a driver received a PCN for returning to their vehicle only moments after the expiry of a period of permitted parking. Therefore, the law requires that a penalty charge must [footnote 20] not be issued to a vehicle which has stayed parked in a parking place on a road or in a local authority’s car park beyond the permitted parking period for a period not exceeding 10 minutes. The grace period applies to on-street and off-street parking places provided under traffic orders, whether the period of parking is paid for or free. Any penalty charge during the 10-minute grace period would be illegal unless the vehicle itself is parked unlawfully (for example, where the motorist has not paid any required parking fee or displayed a parking ticket where required). It is important that all CEOs understand that grace periods only apply to designated parking places where a person is permitted to park. A road with a restriction (for example, single yellow line) or prohibition (such as a double yellow line) is not a ‘designated’ parking place either during - or outside of - the period of the restriction or prohibition. I see from the Site Notice https://planning.southwark.gov.uk/online-applications/files/B867B0B45973C03BE4D45CE4513BDE35/pdf/25_AP_2825-SITE_NOTICE-4151698.pdf that the "Comment by" date is 5 November. My understanding is that comments submitted after that date can and ?will still be considered if the decision-making hasn't yet been done; so I wouldn't let the date in itself deter you if you want to comment now. Was the site notice actually posted near the location, btw? Does the hub have any claimed functions other than advertising?

  11. That's interesting. I see there are plenty of thumbnail descriptions available on the web, mainly from solicitor's practices, of the types of citation. " Is anyone au fait with the Clean Air Act 1993, and particularly with the state of 'Smoke Control' law and practice generally? I've just been looking through some of it for the first time and, afaics, the civil penalties mentioned were introduced into the Clean Air Act, at Schedule 1A, in May 2022. So it seems that, in this particular, it's a matter of the enforcement policy trailing well behind the legislation. I'm not criticising that at all, but am curious.

  19. In fairness, I think the complaints about being limited to one answer are unjustified. Clearly above the column of choices I see the text "Choose as many as you like", and the page does permit that.

  21. I did check that Tesco were the applicants on at least one of the 7 May forms. I would be interested to know what Monica has seen. Possibly some other formal annnouncement somewhere, or the LL traders' grapevine (which I'd guess is generally reliable)? I wondered if it might have been a licensing matter, but don't see any mention in the licensing sub-committee's 16 October meeting agenda. In the meantime, I'm not even assuming that Tesco are taking the lease.
