From http://www.nationalrail.co.uk/service_disruptions/today.aspx Engineering work is taking place between Dingwall and Wick/Thurso with all lines closed. Buses replace trains between Dingwall and Wick/Thurso. There will be no service for Altnabreac and passengers to/from Scotscalder should use customer help points or train staff to complete journeys. More seriously from there........ On most weekends, particularly on Sundays, Waterloo East, London Bridge, Charing Cross and / or London Cannon Street stations will be closed or have very limited services. And Engineering work is taking place between Herne Hill/Peckham Rye and Streatham with all lines closed. Southern Buses replace trains between London Bridge and Streatham Common via Tulse Hill/West Norwood. Thameslink The London Bridge to/from Streatham train service will be diverted and run non-stop between London Bridge and Sutton then all stations via St Helier, Wimbledon and Tooting to/from Streatham. Passengers should use local buses or London Underground to complete journeys if travelling to/from stations between London Blackfriars and Herne Hill/Streatham. Buses will run between Streatham and Sutton via Mitcham Junction.

Either way can see this would be cheapest - also could be put in as a temporary measure to view impact Also other measures have unwanted impacts; * speed ramps / bumps - if too high rattle the foundations, too low do not control speed * narrow road - already narrow due to parking * central islands * some type of chicane/narrowing (e.g. Ivydale Road) - might be an option?
