Angelina, sorry, didn't pick up on the sarky bit as many posters in the past have made similar observations and meant them.


At least you will then be aware of some of the very real problems with the build. Not least, the giant displaced bollard at the entrance. Displaced, because there is not enough room for large vehicles to manoeuvre, a fact planning at first upheld but in later applications decided to turn a blind eye to.

I've just been forwarded an email received by a resident complaining to the M&S CEO about inconsiderate building on site.


First they say they plan to open the new store July 2016.

Second that as they're not on site the developer is responsible.

Hardly the building planning construction etc process has F all to do with M&S they are the future tenant is all !


If the complaint was about their products then you'd have a point. Bad bread etc .

Do they have permission to build two penthouses on a fourth storey (their appears to be structures in place for a fourth storey)?


Can you confirm status of each?


If permissions for above are not in place what actions will Planning take? If the Developers go ahead and build without permissions and in contravention of planning policy, what will be done?


Can you also confirm if permission for a sub station is in process/ likely to be granted? If not, what happens next?


If we find out that large delivery vehicles cannot turn to exit from the site, but instead have to reverse out, what actions will be taken? Multiple planning applications were passed on the basis that there would be room for vehicles to turn on site.


You advised residents to write letters of objection to M&S. Have you, or will you, be writing to M&S CEO on residents behalf?


I am sure you will agree that the above are important questions, we cannot accept that developers are free to operate in direct contravention of planning policy. "

Hi first mate,

Why do I think they're building 10 flats contrary to planning permissions.

Heber School did a radio documentary about it. This was reported in Southwark News as the builder talked about building 10 flats and apparently can be heard in the interview - http://www.heberprimaryschool.com/hrad/

The Heber School broadcast is excellent - a great example of imaginative teaching and enterprising kids.


The site manager Andrew Wicks (Proma Construction) does indeed confirm 10 accommodation units in total across floors 1, 2, and 3. He seems to be quite certain when saying this. He also says he has two clients, one being M&S and the other being a "private client" for the accommodation.


The kids were not able to find out the landlord. According to the Land Registry, it is Duncan Watson, who runs a property development company called Dunward Properties. Mr Watson seems to have been a property developer for about 15 years since he was 24, and owns a handful of properties across south and west London.

Numerous applications and even the odd successful appeal.

Permission granted to extend the store and build 8 flats where the offices are.

Separate permission applied for to turn the current offices into lots of mini offices each with a bathroom and 2 apartments on a new third floor.

The developer appears now to be building an amalgam of those two applications. I have highlight this to Planning Enforcement and will follow up.

Not all the documents in relation to the appeal appear to be available. I can't see Southwark's statement of case for the appeal - just the developer's response to it. But the process looks to be that the developer appealed on grounds of non-determination (i.e. Southwark didn't meet the 8 week deadline), Southwark is objecting to the developer's appeal, and the planning inspector recently visited the site as part of considering the appeal.

Really? I thought the main issue was about a slippery developer trying to circumvent requirements for affordable housing provision.

    • Yes, I was bemused to see that notice in Barry Road. It seemed a strange place to be having a drop off point.
    • We have 16 weeks of road works in the area which is already causing traffic hold ups we are going to have this gala go on to add to the traffic and there are drop off points and pick up points for it at bottom end of barry road for the green badge of doomer ubers to add to the traffic 
    • Has anyone else noticed a small notice, midway on the green, metal barricade, that is flagging another event in September? It seems to be another event organiser has been granted a licence to operate in the same area of the park? Does anyone know more? If Cllr Hamvas is around, perhaps she could shed some light on this and any other plans for further commercial exploitation of our precious park, by this council.
    • Anyway, along with most of the (many)  things I'm presently worrying about, it will all sort itself out one way or another when I find myself doing something about it. I have to remind myself that I'm not starving in Gaza or being bombed or living in America. Thanks everyone for your help, all your comments have been very useful, I  have read and  "liked" them all, even if I didn't acknowledge individual posts x
