I always look at Amazon. They show toys by department and age group and you can order product by popularity.

I think it depends on the individual child. At the age of 4 my daughter was v keen on dressing up -so any fairy/princess dressing up outfits. My son is coming up to 5, so a bit younger, but Lego always goes down very well. The Lego star wars, Ninjago and Marvel sets are all great.

Playmobile for the 4 year old. They do fantastic sets that the 7 yr old will play with as well. If you get the boats etc the larger bits make great bath toys also (for variety). Although you may well be swimming in the teeny tiny bits already.... ;-)
