I do agree that the goverment seem to want to make a somewhat pointless example of Biggs, mainly because he made a bit of a fool of them. However, he was nothing but a nasty little shit, and it's sad how people look at him as some sort of hero.

I suspect the real reason for the Home Secretary's U turn is because they'll shortly be releasing the Lockerbie Bomber on the same grounds. They're both political decisions thinly veiled as compassionate grounds.

The Home Secretary has not executed a U turn. He was right to refuse parole as, apparently, Biggs at no point expressed any remorse. Equally he was later correct in releasing the chronically sick 80 year old on compassionate grounds. Politics do not enter into it, and the case has little in common with the Lockerbie (supposed) bomber.
