I think most people guilty of this have a fear of being trapped/closed in. e.g. you are sitting next to the window, the bus is packed, you ring the bell. The person next to you has to get up to let you out, they can't get up because there are people standing in the aisle. They attempt to get up, but other people are also trying to get off. People are coming down the stairs pushing & shoving adding to the confusion. The driver just wants to close the doors & move on as quickly as possible. He doesn't care about people still trapped in seats, at the back, upstairs still trying to reach the door. Doors close, stop missed. I rest my case. Yes, I'm one of those annoying people who stand by the doors. With good reason.
