The thieves presumably already have means of disposing of batches of stolen converters or their valued content. How will marking of the cases deter them? -
I suspect he's anticipating that her judgement as to possible breaches of law may differ substantially from some common beliefs.

"Rail replacement bus stop locations are shown in the 'Getting to and from the station' section under 'onward travel'" according to the 'Staffing and general services' section at https://www.nationalrail.co.uk/stations/EDW/details.html. When you get to the 'onward travel' section there's just a link to a poster size PDF file of two maps. They include lots of bus stops, but I can't find anything indicating the two used for rail replacement. I know they are in East Dulwich Grove, reached via Melbourne Grove. I can't remember though, whether either or both of the stops are the TJHC stops or the ones nearer LL. So I gave up, and found the answer here: /forum/read.php?5,1035980,1036271

Hmm. From the TMOs listed at https://www.southwark.gov.uk/transport-and-roads/traffic-orders-licensing-strategies-and-regulation/traffic-management-orders?chapter=5 I've picked out LSP Dulwich trial Phase 2 (notice dated 15 Oct 2020) as the one that may be the relevant one, and can find no mention in it of bank holidays. And at https://www.southwark.gov.uk/parking/parking-enforcement-over-christmas-and-on-bank-holidays, mischievously tucked away on a page entitled Parking Enforcement, I find "all traffic regulations will be enforced using CCTV camera" on bank and public holidays. I don't know if there are any factors that would incline Southwark nevertheless to treat a bank holiday as exceptional. I can see the City of London saying, in the FAQ at https://www.cityoflondon.gov.uk/services/streets/bank-on-safety, that they don't enforce their own Mon-Fri restriction at the Bank junction on bank holidays; which I read as possibly implying that their TMO, which I can't find, doesn't mention them at all. But even if so, it's only an example of what an LA can do, if they feel like it, for one particular location. Is the Village much different on a bank holiday from any other weekday? -

It's no substitute for personal knowledge, but you could try the Advanced Search option at https://register-of-charities.charitycommission.gov.uk/charity-search. I tried it out with just a few parameters selected to approximate to what you seem to be looking for, and got it down, after including a locality (Southwark) specification, to just 173 hits, which is at least tractable. -
