Get someone to read or copy the notice? Environmental Protection Act 1990 comes to mind after a search on 's.46 council': provision and required use by occupiers of household waste receptacles. Though notices seem to be served on individual householders. Might this be a confirmation of the highway department's agreement to placing of receptacles along the road? https://www.legislation.gov.uk/ukpga/1990/43/section/46. I've not found anything relevant in bthe ConsulktationHub. Send someone to read or copy the notice.

I've seen two or three mentions now of carried empty cartons, preumably being used as a sort of camouflage. Are the people walking around with these or have they come by vehicle? Is there any possibility that they're combining opportunistic thieving with genuine courier work?

I've no particular domain knowledge, but I don't really understand the need for an editor at this stage, unless pehaps the MS is in such a state that it puts people off reading it, which doesn't seem to be the case so far. A publisher themself is going to want to have an editorial role; as can agents too, judging from the like of this article, one of several to be found: https://www.thebalancecareers.com/what-does-a-book-agent-do-to-get-your-book-published-2799883. I suspect that talking to a few agents, to gauge their interest, to get advice on what initial input they'd like, and so on, would be a good step. It's in their own interest to be helpful, interested and nurturing too. I hope you've had some useful off-forum responses too. [ETA: If not, I wonder if the Businesses section might be more fruitful.]

On some remote payment sites, such as Amazon, I've found that even when 'buying' a zero cost offer you get steered through the standard payment routine, and then at the payment stage get it confirmed that the payment due is ?0.00. Might that be the case here? I see that the paybyphone instructions do say the last two stages of the transaction are 10. You will then be shown a summary of your parking transaction 11. To confirm and start your session press Pay & Park So it looks safe to try that path without risk. Or has anyone tried it and found it's not possible here?

There are quite a few other reports on the web. It looks to me as if almost all derive from thje police release https://news.met.police.uk/news/man-who-brandished-shotgun-at-victim-at-his-front-door-jailed-431601. That does include details of the three charges to which at various times the acccused pleaded guilty. They are all essentially firearms offences rather than offences against the person. The police release says "The circumstances around the incident continue to be investigated by detectives." There's also a report, maybe the only one that appears to come from a reporter who was present in the court, at https://www.dailymail.co.uk/news/article-9842985/Thug-posed-Amazon-delivery-driver-pulled-gun-father-jailed-six-years.html. It contains more information about the defendant, and quotes from his mitigation plea. It also includes "The victim did not want to proceed with a trial." which might conceivably be relevant to the scope of the charges.
