  8. I was drafting s post on those lines too. They're presumably the department with whom any referral would end up. They'd also, if so, know how best to get an address, through their own or police RIPA powers, or otherwise, from BT.

  16. Are you talking about a food allergy, or something environmental? My problems have always been with the latter, and with time and experiment, even those can be mainly identified. One strategy with food is to try an exclusion diet, and then gradually introduce individual foods one by one. Or even checking for pulse change after a particular food or exposure can be useful.

  19. The intended change in charges was announced on 5 June 2013. Are London police still using outdated forms and amending them manually? Has this been a common practice? Is there any knowledge of guidance they've been given on making the amendments, or on explaining them at the time to recipients? Are the court fixed penalty clerks aware of the manual amendments to the forms? Do they receive copies of the notices as amended? How did the penalty clerk's office respond to the receipt of the ?60 cheque?
  20. You were given 28 days to say that you wished to contest the legality of the notice, potentially before a court, but you chose not to. I don't think you can do so now. I don't in any case see anything in s.52 of the Road Traffic Offenders Act 1988 (part III) that might have helped you. You might conceivably have had an argument if the constable had not altered the amount. As it is, there was no ?60 FP in October 2013. They had all been raised to ?100 on 16 August 2013 (see SI 2013/2025). The ?150 fine is presumably one now registered with the court as a fine levied against an FPN defaulter. (same Act, ss.55(3),70,71). If you default on that they can do whatever courts are allowed to do with fine defaulters. Was your ?60 cheque cleared? If so, are you now being asked to pay more than the ?90 balance? If that's the case it may be that the court penalty clerk's office is also at fault and could be asked to correct that. You might at the same time, or anyway, want to mention your own error in apparently believing that the constable's endorsement was of no effect, and ask whether they were aware of the fact of the clerical amendment to the "?60" as printed.

Just for information, the Construction Management Plan that the applicant was required to submit as one of the conditions attached to the granting of his main application (12/AP/1700), was approved on 19 March and can be downloaded from http://planningonline.southwark.gov.uk/AcolNetCGI.exe?ACTION=UNWRAP&RIPNAME=Root.PgeDocs&TheSystemkey=9548409. Another of the conditions (#9) was the submission of a Contaminated Land Assessment. That was submitted as application 13/APP/0337 http://planningonline.southwark.gov.uk/AcolNetCGI.exe?ACTION=UNWRAP&RIPNAME=Root.PgeDocs&TheSystemkey=9548404. Also there is a Planning Statement which includes mention of safe removal of contaminated earth. For some reason that application is still flagged as pending, though I suspect that might be an adminstrative oversight due to the proliferation of the subsidiary re-applications.

    The first chapter of Jon Ronson's latest collection of pieces, Lost At Sea (available form local bookshops and libraries), is about some time he spent with the Deal Or No Deal contingent. Here are a couple of snippets, courtesy of Amazon:
  25. Reporting the exact appearnce and wording of any apparent error or warning message, and precisely when it appears, helps enormously. Even googling on it can sometimes bring up some useful indicators. The wording itself might be enough to probably identify it as one of those hoax warnings meant to lure you somewhere. If it's parasitically associated with a browser which is reloading previously used tabs on restart, you could also try shutting down the browser - does it appear if you restart without opening your browser? - then restarting it and quickly killing off each tab as soon as it shows signs of loading. That might in itself be enough to get rid of it. Or simply try using a different browser. Or use a command window to open your current browser (?IE) in a 'new' state, or without add-ons: the mantras will be out there somewhere for anyone interested to find.
