I would suggest your friend contacts Southwark admissions to verify why they weren't offered a place. I know Southwark's official figures typically publish the furthest distance figure for pupils admitted only on the distance criteria but it would be good if you could confirm your attachment has been done on the same basis. I work in a school office and the only siblings we know about are the ones currently attending our nursery, gives a ball park figure but not an accurate one....
