If they are running up debts then most likely they have done a runner. Change the locks once you are sure. With reagards to bailiffs. Contact any that leave notice or call, and explain the named was a lodger, that they left no personal goods of value. The bailiff should then refer back to their client whom I'd advise you also contact directly in writing, and explain the situation. The bailiffs shouldn't be an issue (as they have no right to force entry as long as all windows and doors are closed) but you will need to check that the debtors haven't listed your address with a credit agency.

The water pipe replacement works to be fair is for a stretch that runs further than Rye Lane. The Rye Lane section should be finished well before May! Also resurfacing doesn't take very long. A section of a Road can be resurfaced overnight so the inconvenience from that should be days rather than weeks. Illegal tarmac ramps imo should not be tolerated and those who lay them fined (Rye Lane has CCTV all along it after all). But as PR says above, a lack of staff to enforce current regulations is a major problem and given the large cuts this governemnt is bestowing on Southwark there's not much hope of seeing any increase in those with the onerous job of enforcement any time soon.

It is on a seperate circuit because becuase of the high voltage involved...hence the very thick wire from your cooker (thicker the wire - higher the ampere and current rating). Funnily enough I will be connecting an electric cooker for an OAP tm. Now to offside. I agree with you but what I would say is that even in Wales, the increase to 80% of market value will only be applicable to new tenants between now and 2015. How will any council be able to justify to two tenants living in identical properties but paying vastly different rents. I can see real dilemas for some local authorities with this one.

I'm encouraged by Southwark's policy on adoption James. Be curious to know what happens in practise though. And Siduhe's point seems to show that even Southwark prefer to place a child with parents of similar heritage. I'm hoping that is 'where possible' and is not prohibitive to the placement of children where parents of any heritage are available.

When you say 'joyriders'....what exactly do you mean? Young people riding up and down a road but within the speed limit (not an offence) or young people genuinely riding dangerously and/ or speeding (definitely an offence). If the nuisnace is more to do with noise, revving engines etc and being disturbed then the SNT should be able to have a word.

I whole heartedly agree with you both. Why is someone at 40 plus too old to adopt? Seems daft not to place children with adults that want them, and in preference to what? A lifetime in care. A quick look at how well most children who grow up in care don't do should be proof enough that a less than perfect family is good enough.

Yes, and of course central government will need to get their calculations right when deciding what the rental income vs debt should be. Whilst there is protection in place for the rate of rise of rents for existing tenants, there will be none for new tenants (until convergence in 2015) which is where the proposal to allow authorities to charge up to 80% of market rents for new tenants might come into play if those calculations of rental income are higher than what the council already presently brings in. Councils will have to choose either to live with a shortfall or increase rents (above average) for new tenants (although where councils are forced to do that I expect it will be applied to new builds). You can't have a situation where two neighbours living in identical homes are paying different amounts of rent because one is a new tenant and the other an exisitng one imo. I'll take a look at that article. Sounds interesting.

And back on topic...I found my notes James. According to AWICS....southwark will lose around ?6 million per year under the new system but it also has to remembered that as part of the new system ?307 million of Southwark's ?775 debt will be written off.
