Could you perhaps please point out to him or her that the "Email - E-MAIL COVERING TRANSPORT STATEMENT AND MAINTENANCE OF THE HOSTEL" of 8 Feb 2018 that's linked on the Related Documents page http://planbuild.southwark.gov.uk/documents/?casereference=17/AP/4421&system=DC is a proprietary .msg format file, as used by Mictosoft Outlook and Exchange, that many of their readers may not be easily able to read. The council really shouldn't be using the format for a file intended for public access. Their best course would probably have been to print it to PDF from their mail agent. In the meantime, a quick fix for anyone who wants to read it is to save the file to a drive, rename it wirh a .html extension, and view it in their browser. There'll still be some unreadable stuff, but the email text lower down the page will be clear. (Or failing that, rely on my cut-and-paste job attached ;)).

The last time this topic came up I did find at least one app that looked suitable for trialling. You need one that uses the phone's accelerometer, rather than the camera, for the motion detection. For maximal silent warning I think I'd place the phone in a pocket near an inside edge of the bike cover. Or you could simply secrete it as in the article, and maybe put your faith in its being able to continue reporting its position.

  13. Thanks for adding the recording to the OP. I tried uploading it to https://academo.org/demos/spectrum-analyzer/, which shows a fairly pure single tone a bit below 1.5 kHz, and then tried matching it by ear against tones generated at http://www.szynalski.com/tone-generator/. I make it about 1250 Hz, but haven't found anything on Google mentiong noise at that frequency. I take it you're sure that it's not from inside the house. Do you have any kind of tube that you put to one ear, with the other one preferably blocked, while rotating yourself outside the house, to see if you can get any idea of what direction it's coming from? Maybe a bit of pipe or kitchen roll? One of the night time slots might be best. ;) I've just been experimenting indoors, on the 1250 Hz tone from the computer, using a 225 x 45 mm cardboard cylinder from a kitchen towel. It was pretty sensitive, in that changing locations and direction pointed had a marked effect in intensity. But it was pretty rubbish and misleading in direction finding. That was probably due to the quirks of sound reflection in a furnished room though, and it might be more efficient outside.

So presumably it's the pharmacies that bear the cost, or at least possibly a substantial part of it. If so I also presume that they could exercise discretion to carry on doing so for those with special needs. I suspect the area CCG would be the body to have a say and interest in this. I see, for example, that Wirral CCG issued an edict saying that their GP practices will no longer accept repeat prescription requests from pharmacies. And in the NHS online drug tariff the only mention I've found of delivery charges payable by NHS to pharmacies is of those for specified medical appliances.
