I don't know what the situation is now but when I lived in France during the late nineties and Holland during the early noughties it was legal to purchase and carry electric shock/stun devices (and even Tazers in France if one didn't mind registering with an authorised vendor) and tear-gas sprays along with lots of other defensive gadgets. I don't recall any evidence that they made much difference to the crime rate except that criminals and victims were equally likely to use them. Personally, I've been to and lived in countries where it was normal to carry a knife, a handgun and an assault rifle just to go to the local shop - I've never really gotten over that experience: just don't feel safe without an AK47! -
Keef - this idiot gave you a sample of his DNA. If you still have any article with his saliva on it, the police should be able to obtain his DNA profile. If his profile is not identified on the National Database already, it probably won't be long before it is. Also, the sample may identify other unsolved crimes. The only hassle is that you'd probably have to give the police a specimen of your DNA for elimination purposes unless you have a "clean" sample of his. And your DNA will end up on the National Database, too.

UFO's are hibernating monolithic Von Neumann/Bracewell Probes parked by ancient alien visitors amongst the Greeks and Trojans of Jupiter. They were awoken by nuclear detonations in Nevada, which were interpreted as evidence that an intelligent species had evolved on Earth. They came, looked around, abducted a few mammals but didn't find any intelligence worth writing home about and returned to Jupiter to await further developments. I should know. I had a run in with one of them back in 2001 and am scheduled to make contact again in 2010, if they don?t track me down first. So, yes, my presence here could precipitate first contact in East Dulwich. Be afraid, very afraid!
