Appears to be a burst water main, and the water at Herne Hill Junction looks to be a metre deep! Impassable, so avoid, traffic already building up.

I've just cycled through (went via Croxted Road to avoid the flood) and very litte traffic. It looks like only the section from the Half Moon back towards the Oxfam shop is closed - rest is operating as normal

Just looked at the Daily Mail pictures - it's definitely receding/being pumped out quickly as it's no way that bad now.
