If you see a group of kids being obnoxious and intimidating, makes no difference whether they match a description given out over social media. They should be reported to police whether they're the same group or not. This is a case of where social media makes things very complicated. -
I had heard that these have been stopped on the NHS due to side effects but can still be obtained by private prescription

not at all odd to ask for descriptions - why is everyone so sensitive about it? If you see a group of kids being obnoxious and intimidating, it would help to be able to decide if they like like the group who were previously reported to the police. It might make it easier for people to feel that doing so might be helpful.
