There's been no change in policy or anything like that. Postmen and women do this because it makes their lives easier and there is pretty much zero chance they will get reprimanded for it by their boss. That's all there is to it. -
Last night I dreamt that Simon Cowell went on a shooting rampage and shot dead the other two members of the Fine Young Cannibals and seriously wounded Roland Gift. He shot other people as well but I don't know who they were. This all happened next to my friend's Dad's house in Pinner.
