Interesting. SO another tangible issue, I'm assuming, is the rise in commercial rents. On way around this would be to legislate that rentals must be linked to the value of the property but this has happened at a time of incredible rises in property prices, in London as a whole. Sort of takes me back to my first point - that the originals, sold up and moved away..... it's really tricky to find an answer to that particular problem. What other tangible issues do you see?
