Transport for London are introducing them and Southwark is one of the Pilot boroughs. Their e-scooters are a lot heavier (a bit like the bikes) and a lot safer. I understand legislation is on its way. And no, you're not allowed to ride on pavements
You could petition them to build something in line with the current builds but unlikely you will stop a development altogether. I suppose at least replies on here have indicated the pro views which may help you know which battles are worth fighting.

It?s a great space. Look past the graffiti Nigello and see the kids playing, people walking dogs and people just chilling out. Some people are very keen on developments, however this area is very well used and loved by many.
