I don't think the agenda is hidden. The Mayor's (BJ) transport strategy is to get people walking and cycling more and the Council is obliged to have transport strategy that supports this. However in this instance, speaking as an experienced cyclist I agree there is no need for change. Whether the changes would encourage more people to walk and cycle, the cynic in me very much doubts.

Southwark are consulting on changes to the road layout around Bellenden Road, the intentions of which are (to quote Southwark) Promote Bellenden Road as the quieter route for cycling and walking in line with the Council?s adopted cycling strategy (Southwark Spine). Improve conditions for walking and access to green spaces. Improve safety at junctions for all road users. I found this archive recently and it contains images of Charles Booths handwritten notes whilst he walked the area gather the data for his poverty map of late Victorian London. In this example he walks a loop starting at Choumert Road, heads up to Denmark Hill, Red Post Hill, East Dulwich Grove, Goose Green and Adys Road.
