Ratty, CB separated out the social housing from those living in blocks. I understand to an extent the problem of collecting from blocks of flats, but why especially is social housing challenging?
I'm with Brendan, bit of a waste of time to go shopping on a stag do. But you could run into a department store and lose your pursuers, change togs and run out another door.

We can't be sure since we don't know the facts, but it is a fact that there was no provision (lights or police/lollipop official) for pedestrians to cross at the crossroads during the works.
That's the whole point ASE - you can't predict, that's why the Highway Code is explicit that you must make sure your exit is actually clear (not might be, or should be) before you proceed.
