Tragedy! Curry Cabin shut down

For transparency we have a local planning rule about 50% of the Lordship Lane shops units remaining as shop units. Londis is a shop unit. A coffee shop would not be a shop unit. On this basis a change of use should not receive planning permission. The recent planning application for said change f use Cllr Rosie Shimell and I have requested a councillor call-in if officers are minded to grant planning permission. This means even if officers buckle and contravene our own planning rules it would be decided by a committee fo councillors - doesnt guarantee anything but it is the best protection of Rosie and I trying to protect our shopping high street. -

Curiously notice of Whateley Road being closed from 1A Landcroft Road to Lordship Lane for resurfacing on Monday 26 March. So the bus route may be diverted but the road should be open before 29 March. -

Hi elln, Sorry, I have reported back some pages ago that officers are gradually completing the double yellow lines. If no crashes have occurred in 13 years of publicly available crash data they're unlikely to occur. The highway code states 10m from the apex required but that's for any speed of road up to 60mph. on 20mph roads much less would logically be required. The officer argument is to ensure good nightlines. The evidence suggest good nightlines lead to speeding as car drivers don't have uncertainty. Evidentially 7.5m would seem at best unwise. -

It has taken a while but I received the requested information about Dog Kennel Hill being kept free for vehicles and people walking during the last snow event a fortnight or so ago just last night. It seems clear one side pavement wasn't salted. I've asked what changes will occur this time. " Dear Councillor Barber Thank you for your email for which xxxxxxxxx has asked that I could respond. I have previously provided a response to the query on quiet tarmac. With respect to the actions to deal with snow and ice on Dog Kennel Hill on Tuesday/Wednesday 28th/29th February, I would provide the following information: Carriageway salting: As regards carriageways, the following was undertaken: Tuesday 27th 20.00 all major routes (8gm spread rate) Wednesday 28th 07.00 all major routes (12gm spread rate) Wednesday 28th 15.00 all major routes (20gm spread rate) The above have all been confirmed and we have received corroborative data from our contractor for Dog Kennel Hill. Footway salting: Prior to the snow fall, the Cleansing teams sprayed a de-icing agent on to the pavements on Dog Kennel Hill. This agent helped once the snow fell as it prevented the ice forming under the snow. One side of the pavement to Dog Kennel Hill was fully gritted on the Wednesday before midday. However, the teams ran low on salt and the other side was completed on Thursday. Please don?t hesitate to contact me if you should require any further information. " -

We received this from the Head of Culture about the festival In summary it says in FUTURE they will consult with friends groups of parks BEFORE signing up to such events. Horse has well and truly bolted. My lot are asking that local civic societies and groups also be consulted as well, " Thank you for your email which was forwarded to me for response. Below I have endeavoured to answer both your and Glynis Williams questions. In June 2017 Southwark Council launched Creative Southwark, its new cultural strategy. The strategy sets out Southwark?s vision to 2022 placing culture and the creative industries at the heart of its priorities, delivering a range of programmes that support our long term ambition of Southwark being the first choice for people to live, work, study and visit. Outdoor events form an integral part of Southwark?s cultural strategy with more than 160 events taking place within the borough every year. Having a varied and well managed outdoor events programme offers much value and benefits to residents of Southwark. Events in parks are an important aspect of park life and the council is committed to supporting events that contribute to a vibrant culture, environment and economy. The council support and fund many of the free community events and wish to retain this programme, but it's becoming more and more challenging to do so in the current financial environment. Discussions around continued support for free events started back in June 2016 at the Friends of Parks Conference. Several options have been explored. One area that we are developing is a more diverse use of outdoor spaces to include commercial and major events. The council will always be committed to a careful and considered approach to how this will be achieved, fully taking into consideration potential disruption to local residents and impact on the park. Any event will need to show local benefits, offering an opportunity for local traders to participate, provide work experience, volunteering, training and reduced or discounted tickets for residents. We will strongly advocate for local businesses to deliver key event services such as catering, staffing, production and talent. This approach ensures that residents and businesses in Southwark will benefit directly from the event activity. It also contributes to our ambition of growing Southwark?s creative economy and generates sustainable employment opportunities for local people within the creative industries. This aligns with our cultural strategy. As custodians of these unique spaces, we seek to balance the enjoyment and inclusion that events in open spaces can bring to the communities and visitors we serve locally, nationally and internationally, with the provision of spaces for quiet enjoyment and relaxation. I can confirm that senior officers granted in principle support for the event with a series of conditions set out below: ? That a successful premises license is granted ? All agreed park protection measures are implemented. ? All fees and charges are agreed. ? An agreed damage deposit is paid in advance of occupying the site. ? There is continued support from the Police, Southwark Council Safety Advisory Group (SAG), and other relevant agencies. ? There is continued dialogue with local stakeholders ? London Living Wage is adopted ? Healthily food and beverage options are available at each concession ? Appropriate local environment protections are in place, including for noise, transport infrastructure, parking, waste management, sanitary facilities, trees and bio diversity. ? Appropriate community safety provisions are in place including: security and stewarding, audience and crowd management, safeguarding, counter-terrorism, medical and first aid provision. ? Appropriate access provisions should be provided including but not limited to: digital access provision, viewing areas, toilets, carer ticket allowances, site access and parking. ? There are opportunities for local businesses to access opportunities to trade and supply for the event. ? There are opportunities for local people to access employment and volunteering. A premises license application was submitted and as this statutory process demands, more than 50 public notices with details of the application were displayed around the entire perimeter of Peckham Rye Park and Common. The consultation period was 28 days, as is stipulated by the Licensing Act 2003 (LA2003). A stakeholder engagement meeting was arranged to coincide with the public consultation phase of the Premises Licence application. This meeting was not a part of the statutory consultation and was over and above the licensing process. It was arranged to give people more information in light of the event and premises licence applications. At this point, event proposals and use of the site had only been agreed in principle. On 29 January 2018, the licensing sub-committee granted a premises license for the festival with the conditions below: ? That the depositing of waste glass / earthenware into waste receptacles shall not take place between 20:00 and 08:00 hours. ? That the final egress plan shall include replacement train and bus routes and stops to be clearly mapped out. ? That the ingress and egress plans and dispersal policy must be submitted to the members of the SAG for approval and in particular the licensing authority, the environment protection team and police six weeks before the date of the event for approval. ? That the noise levels to be maintained in accordance with the Noise Policy within the maximum expected to be between 67 and 73 decibels without exceeding 75 decibels at any time at local residential properties. All readings to be available for inspection by London Borough of Southwark officers and the Metropolitan Police. ? That a maximum of 8,000 tickets may be issued including free tickets. ? That, lollipops with paper sticks are to be available and to be provided to all festival customers when exiting the event to assist in keeping potential noise to a minimum. ? That on day two, each adult shall be allowed to supervise a maximum of three children under 16. ? That the event organisers must consult Southwark Council?s highways and parking departments and Transport for London (TfL) and act on any appropriate guidance. A transport infrastructure plan shall be drawn up and submitted as part of the application process To ensure the above conditions are met the organisers have attended two Safety Advisory Group meetings with a final presentation in late March where all plans have to be agreed to ensure compliance with conditions set. The organisers and ourselves have been responding to those local residents that have and continue to ask questions about the event and we are placing as much information as possible on the major event stakeholder area on our website. Ecology assessment We have recently reviewed our processes to support the follow of information between key stakeholders, organisers and ourselves ensuring that both ward councillors and Friends of groups are spoken to in advance of premise license applications being submitted. Our process regarding stakeholder consultation and engagement methods for major commercial event applications have been reviewed and developed in line with the feedback we received about this event. For any new major commercial event applications, ward councillors and Friends groups will be specifically notified before wider stakeholder engagement takes place. Now the premises license for the event has been issued and is publically available if you or any resident, party or stakeholder consider there are unaddressed concerns or clarifications required please forward them to me and the Events Team will do our very best to work with the organisers to ensure they are addressed as the event plan evolves. Hi ell, I'm totally supportive of people being able to cross the road. I'm a paid up member of Living Streets and fully support their plans and have created two projects they're now running with in East Dulwich - Play Streets signage and funding Walk to School programmes at our local schools. The dropped kerbs are often, if even present, not on the walking desire line and need to be moved. They take people away form being visible at junctions in many cases. But the yellow lines placed at 7.5m from the apex of corners go far beyond making it easy to cross. And the corners with the added double yellow lines have no recorded crash data - so it seems hard to make them safer! Any car of lorry parking on pavements should be ticketed- but that's a different topic as you point put. -

Hi elln, Nigello, Not sure why we'd want to speed up these pointless, 7.5m from every corner apex, double yellow lines. They're being placed at junctions with no recorded crashes. I could understand 2-3 metres but not 7.5m. When I challenged the officers about the lack of problem they're fixing they said they wanted all the boroughs junctions to be consistent - another way of saying box ticking. -
Utilities can apply for an emergency traffic management order. This strikes me as a suitable one. Renata is contacting council officers. I'll contact Thames Water to highlight how much water they're losing their and suggest this is an emergency. On Sunday I escalated a longer delay from a much smaller leak and they're now fixing it. In that case the repair was delayed the council allowed Thames Water a permit to dig the road up but when they attended site to undertake the works the council was relaying the tarmac for the whole road and told them to go away. Left and right hand at Southwark Council not talking to each other or ensuring conflicts in street permits.

Hi simn, BNG, I agree. It's especially important as I was the chair of Southwark Cyclists that campaigned and successfully had that cycle/footpath installed 20 years ago. The lead manager for transport and highways had just replied to say he is investigating who has blocked this Right of Way that I made a formal complaint had been blocked. Separately I've a Planning Enforcement investigation request as the permanent fence has been installed without planning permission. Both will take a little time but are legal processes. -

The problem with this form is it doesn't;t allow people who oppose it to make their views known. So we run the risk of many peoples hopes being raised who complete the form. A consultation is then likely ot take place when those against will make their views known and it may or may not be successful but a real risk a lot of public money will be wasted by not asking both those for or against a CPZ right at the very start in this form. It's the council being seen to do something without doing a thorough job. -
Thames Water Essential Work in the area..

Attached is the presentation slides Thames Water talked from at Wednesday Dulwich Community Council. Bit generic. The speaker mentioned Lordship lane has severn different water mains. From the biggest trunk 18" diameter to several 5 & 6" local mains. So those repeated failures are of different main pipes each time. That this June/July Thames Water will decide which portions of these to replace/renew in the Autumn and presumably rationalise with modern plastic pipes. The why do pipes burst he gave the following details I noted: 1. Age of pipes - Victorian! 2. Cast pipes some were relatively poorly cast compared to the spec. 3. Joints 4. Load on top - vehicles are now heavier I guess 5. Valve failure 6. Pressure to get water up hills. That last week the temperature change was 15 degrees C and that the cast iron and all the above issues are stressed with rapid changes. Other factor he talked about was the sudden failures mean they were losing 500 Million (I think gallons) per day more than usual. So the local holding reservoirs empties which then led to air locks in the system. So they've been fixing leaks ut also flushing out air leaks. Interesting talk. I ask why my street name and post code wasn't present in their systems when my home had no water. If anyone else experienced this problem please let me know so we can get this fixed for everyone. ...And I have his name, number and email for future problems... -

Hi world wiser, Sadly not. A separate study of crashes along Lordship Lane is under way which will make recommendations. This study was originally only going to study lordship Lane crashes up to its junction with Whateley Road. I was able ot use publicly available crash data to persuade the team to extend this to Goose Green and I highlighted this junction of being the number one priority for ward councillors based no crashes data snd residents feedback. -

Earlier this evening at the Dulwich Community Council Cllr Rosie Shimell, Charlie Smith and I compromised on using our revenue funding for the projects listed in the attached. Charlie didn't want hanging baskets along Lordship Lane. I didn't understand the Millwall project benefits for East Dulwich. Allocating ?20,000 of highway renewal spend. WE agreed my suggestion to renew Lordship Lane around the area in is joined by East Dulwich Grove. The road is in a shocking state and fixing this I'm hopeful will make the junction slightly safer. -

Just to make people aware: Friday 9 March to 14 March and then from 26 to 28 March - Calton Avenue will be closed between Townley and Woodwarde Roads. Friday 9 March to 28 March - Woodwarde Road at its junction with Calton Avenue will be closed. Thursday 15 March to 25 March - Calton Avenue will have two-way temporary traffic lights. Thursday 29 March to Thursday 5 April - Calton Avenue at its junction with Townley Road will be closed. -

hi Calsug, I'm not keen on winter Tyres. With Winter Tyres we can;t have quiet tarmac. Noisy roads is a bigger problem in my view than the odd delayed rubbish collection every few years. Winter Tyres chew quiet tarmac.

Hi Sue, Older meters are replaced every 20 years. Newer smart meters will be replaced every 10 years. super reliable but they're not meant to make the noises you've described. Definitely worth calling your gas supplier as it might be your meter calibration isn't correct. -
