If you are in a bus lane for a very short time, as the op was, and there is NO traffic in it, i.e. taxis, bikes, buses etc you are not causing an obstruction and they should not fine you imho. If you do cause an obstruction in the bus lane then you should definitely expect the fine. 2 reps from Southwark is ott but given they have so much rental debt to make up it is not surprising

it is probable that the garden is the responsibility of the tenants which is why the landlord will not act-until the tenants leave then he will get them to clear the garden. You could get advice from the council but you may have to just deal with your boundary- or speak to the tenants yourself

you would probably be in trouble if you drank out of the bottle and then re-used it without rinsing it out and thoroughly washing the neck where your mouth had been- there would be a build-up of bacteria in warm temperatures but if you are fastidious you can re-use the bottle for at least 2 weeks- I do. Think similar hygiene to baby bottles!
