I've just tried out the SFC scan on a Vista laptop. The simplest way to access it was via Start > Programs > Accessories, then the RIGHT click on Command Tool and select Run As Administrator. It took less than half an hour.

I don't think experimentally un/re/installing different versions of the runtime library is likely to be hazardous, but may be rather tedious, and slow to provide any useful feedback if this is, as you say, an intermittent problem. I doubt that it'll resolve the problem anyway. Do these lifts onto flatbeds involve an electric hoist? Whatever external backup you have in your own home is probably just as likely to disappear in any fire or burglary as your primary stuff. So for anything you really value, you want some offsite storage as well, and a notion of how you will set about reinstalling your system and data after a disaster. Anything sensitive can be encrypted first, fairly easily.
